{"id":1098,"date":"2021-06-21T17:31:23","date_gmt":"2021-06-21T11:31:23","guid":{"rendered":"https:\/\/jobanmagazine.com\/globaledition\/?p=1098"},"modified":"2021-06-21T17:31:23","modified_gmt":"2021-06-21T11:31:23","slug":"us-may-ban-chinese-surveillance-cameras-citing-security-risks","status":"publish","type":"post","link":"https:\/\/jobanmagazine.com\/globaledition\/2021\/06\/21\/us-may-ban-chinese-surveillance-cameras-citing-security-risks\/","title":{"rendered":"US may ban Chinese surveillance cameras, citing security risks"},"content":{"rendered":"<p><em><span style=\"color: #000080;\">The FCC order would forbid US sales of specified telecommunications and surveillance equipment from some Chinese firms.<\/span><\/em><\/p>\n<hr \/>\n<div class=\"wysiwyg wysiwyg--all-content css-1vsenwb\">\n<p>U.S. regulators are poised to ban products from Huawei Technologies Co. and four other Chinese electronics companies, including surveillance cameras widely used by American schools but linked to oppression in western China, stepping up pressure on tech suppliers alleged to be security risks.<\/p>\n<p>Hangzhou Hikvision Digital Technology Co. and Dahua Technology Co., whose cameras can be found in U.S. schools and local government facilities, are targeted in a proposed order the Federal Communications Commission is set to vote on Thursday. Also named in the order are telecom giant ZTE Corp. and two-way radio maker Hytera Communications Corp.<\/p>\n<div class=\"more-on\"><\/div>\n<p>The order would forbid U.S. sales of specified telecommunications and surveillance equipment from the companies. The action begins a period of review before a final vote on the matter.<\/p>\n<p>In the proposal, the FCC said it also may revoke its previous authorization for equipment from the companies, a step that could force schools and other U.S. customers to replace the camera systems.<\/p>\n<p>The FCC action represents another step after \u201cyears of Huawei warnings,\u201d said Derek Scissors, a resident scholar at the American Enterprise Institute whose focus includes U.S. economic relations with Asia. \u201cAny recent purchasers of Chinese telecom equipment who have been expecting years of use and now must exchange equipment should have known better.\u201d<\/p>\n<p>In its draft order, the FCC didn\u2019t say how quickly affected gear would need to be removed, and it asked for comments on the \u201cappropriate and reasonable transition period.\u201d<\/p>\n<div id=\"aljazeera_incontent_dynamic1\" class=\"fs-dynamic\" data-slot=\"complete\" data-freestar-ad=\"__728x90 __336x280\" data-google-query-id=\"CNqLyZfOqPECFSGHZgIdouUAxQ\">\n<div id=\"google_ads_iframe_\/15184186\/aljazeera_incontent_dynamic_0__container__\"><\/div>\n<\/div>\n<p data-inc=\"1\">\u201cThis could include a transition period for non-conforming equipment,\u201d according to the order.<\/p>\n<p>The FCC, Congress and the White House have pushed to ensure Huawei and ZTE gear isn\u2019t used in U.S. networks, citing risks of cyber-espionage that the companies deny. In 2018 Congress voted to stop federal agencies from buying gear from the five companies now subject to FCC pressure. Last year the agency put the companies on\u00a0a list\u00a0of providers whose products are deemed a national security threat.<\/p>\n<p>\u201cThe FCC must do all it can within its legal authority to address national security threats,\u201d Acting Chairwoman Jessica Rosenworcel, a Democrat, said in statement last month announcing Thursday\u2019s vote. The vote begins a period of review and possible revision before a final vote is taken. There is no date set for that.<\/p>\n<p>&nbsp;<\/p>\n<h2>Congressional Action<\/h2>\n<p>Huawei, which markets phones in the U.S., said in a statement that the proposed FCC steps were \u201cmisguided and unnecessarily punitive.\u201d<\/p>\n<p>Hikvision in an email said its designation as a threat isn\u2019t substantiated, and it \u201cstrongly opposes\u201d the FCC measure. Dahua said it \u201cdoes not and never has represented any type of threat to U.S. national security.\u201d It called the FCC\u2019s proceeding \u201cunwarranted.\u201d<\/p>\n<div id=\"postup-article\">\n<div id=\"lightbox-db919cc4-ee4d-423d-822e-156908b4ed2f-1624273886535\" role=\"dialog\" aria-label=\"Inline Form\"><span style=\"font-size: 1rem;\">Hytera said its products \u201cdon\u2019t impose any threats to any country\u2019s national security\u201d and called the FCC\u2019s approach inconsistent with the U.S. government\u2019s standard practice for evaluating and mitigating risk.<\/span><\/div>\n<\/div>\n<div id=\"aljazeera_incontent_dynamic2\" class=\"fs-dynamic\" data-slot=\"complete\" data-freestar-ad=\"__728x90 __336x280\" data-google-query-id=\"CNuLyZfOqPECFSGHZgIdouUAxQ\">\n<div id=\"google_ads_iframe_\/15184186\/aljazeera_incontent_dynamic_1__container__\"><\/div>\n<\/div>\n<p data-inc=\"2\">President Joe Biden has continued to pressure China following tense relations with that country under his predecessor, Donald Trump. In recent weeks Biden has\u00a0urged allies\u00a0to confront China on alleged human rights abuses, including at the recently concluded Group of Seven summit in the U.K.<\/p>\n<p>Congress may weigh in, too. The FCC would be prohibited from reviewing or issuing new equipment licenses to companies on the agency\u2019s list of suspect equipment or services under a bill announced June 15 by Representative Anna Eshoo, a California Democrat, and Representative Steve Scalise, a Louisiana Republican.<\/p>\n<p>The proposed legislation \u201cadds an extra layer of security that slams the door on Chinese actors from having a presence in the U.S. telecommunications network,\u201d the lawmakers said in a news release.<\/p>\n<p>Hikvision and Dahua have been accused by U.S. officials of involvement in China\u2019s crackdown in far western Xinjiang, whereas many as a million Uyghur Muslims have been placed in mass detention camps. China has repeatedly denied any accusations of human rights abuses against its Uyghur minority.<\/p>\n<p>Still, the two companies remain leading suppliers of surveillance gear in the U.S., and together may sell about 1 million cameras this year, according to Conor Healy, government director for the surveillance research group\u00a0IPVM.<\/p>\n<p>\u201cIt\u2019s still very widely sold to state and local governments\u201d as well as school districts, Healy said in an interview. IPVM, based in Bethlehem, Pennsylvania, works to expose unethical surveillance. It draws its information from securities filings and purchasing records, Healy said.<\/p>\n<div><\/div>\n<p data-inc=\"3\">School districts have been buying cameras in recent years in a bid to boost physical security following school shootings, said Keith Krueger, chief executive officer of CoSN, the Consortium for School Networking, an association for school technology officials.<\/p>\n<p>Equipment from the targeted companies \u201cis cheap and it\u2019s good, and so people buy it,\u201d said James Lewis, director of the strategic technologies program at the Center for Strategic &amp; International Studies in Washington. \u201cIf you don\u2019t know about the risk, it looks like a good deal.\u201d<\/p>\n<p>\u201dIf it\u2019s connected over the internet and it goes back to China, you\u2019d have no way to tell if the Chinese government was looking at it,\u201d Lewis said.<\/p>\n<p>Hikvision and Dahua account for about one-fifth of U.S. surveillance camera sales, placing each among the top 10 providers, said Jake Parker, senior director of government relations at the\u00a0Security Industry Association, a trade group.<\/p>\n<p>Parker called it \u201cunprecedented\u201d for the FCC to deny authorizations on grounds not related to technical details, or faults in applications.<\/p>\n<p>The Consumer Technology Association told FCC officials the proposed changes \u201ccould be disruptive and impose substantial burdens on manufacturers well beyond the few covered entities,\u201d according to a filing by the technology trade association.<\/p>\n<\/div>\n<p><span style=\"font-size: 12pt; color: #808080;\">Source: Al Jazeera<\/span><\/p>\n<hr \/>\n","protected":false},"excerpt":{"rendered":"<p>The FCC order would forbid US sales of specified telecommunications and surveillance equipment from some Chinese firms.
